are oos students that dont live close like new york expected to attend preview weekend or spring teas since travel expenses are so much or do they still have a chance during regular fall rush without these experiences

We know a lot of OOS girls can't make it! Parties/preview won't make or break your rush. Just go in with an open mind and be yourself! Plenty of girls have successful rushes without going to these events
