Do fraternities give bids on preview day, or is that way too soon?

Most likely way too soon. There's a huge weekend, usually in April, when a lot of bids, mostly to the in state guys, are given out. Preview is more of touring a house, having lunch, going over general information, and meeting fraternity members.
