Is it possible for someone with a 2.8 to receive a bid from a house at all?

Short answer: no. Most houses have GPA requirements written in national and chapter bylaws. When thousands of girls are rushing the easiest way to cut large groups of women is by GPA. Work really hard your first year and rush as a sophomore.
