I saw that at least one girl dropped Chi O (I've also seen twelve.) Should I contact their recruitment chair and tell them that I'm interested in cobing? I know what they did wasn't great, but I'd still be proud to be one.

Did you participate in recruitment this month? I so, they will already remember you. But sign up at the panhellenic office and let Chi O's recruitment chair know you're interested.
