non-whites allowed majority white frat houses?

We've all heard, alumni associations tend to prevent non-whites from pledging white fraternities. I was wondering how true this is. I've noticed a few African Americans in mostly white fraternities. So thats a good sign. Are there any houses in particular that, hands down, will not accept a pigmented person?

if you are black chances are they will not bid you. but white people from the north have the same problem
