KAPPA & KD in state only?

I was just wondering if kappa and KD for real only give bids to in state girls? Some people were talking about that and I was just wondering if it is true or not.

This is NOT true. Like at all. If they only took in state girls, then they would have enough girls to fill their houses. It is true that KD and DDD give preferences on their lists for in state girls though.
