Confused about rush

I know sororities are already looking for pnms but if someone doesn’t even know where they’re going to college yet does that just mean they’ll automatically have a bad rush??? Say someone wasn’t 100% sure they were going to rush until march, does that mean they’ll be at a disadvantage for rush??
