I'm from out of state and it seems like this argument is more relevent for fraternities than sororities? thoughts? is that correct?

This is incorrect. Its a dog eat dog world within the sororities. Old row will never, ever give up their ranks. This is Alabama, honey. You think things ever change in the south?

not to mention that old row for sororities is nothing more than a beer sponsorship that is in no way related to age or history.

Old Row for sororities is nothing but a sponsorship by budweiser that the houses pay for each year. It has nothing to do with age or traditinal sororities, most new row have been on campus decades longer. It's more relevant for fraternities here
