that old row and new row doesn't matter, but not one new row house is in the running for top house.

are new row houses that are better than old row houses for both fraternities and sororities. There are a couple of new row fraternities that are at least borderline top tier, and OX is uncontroversially considered top tier usually. Even if a new row house was the best in every real aspect, tradition dictates that they wouldn't probably be considered the top house (unless all of old row became terrible which is unlikely), so it's kind of meaningless to say.

it totally depends on what you value in a house (grades, parties, etc)
