spring rush?

No one will know until December or January for sure when the lists are checked to see what chapters are at total. Only the chapters below total will be allowed to do spring COB--but they don't have to even if they are below. Very few chapters usually do spring COB, usually only 4 or 5.

Delta Gamma has done spring rush for all of its years here on campus. Furthermore, Pi Phi has had so many girls drop that they might need to if they don't pick up enough girls through COB

DZ, Theta, Gamma Phi, Zeta, DG, ADPi, sometimes more. This has total new members for this past spring

Theta usually doesn't do spring rush, AOPi has in the past as well and are expected to this spring, and the only time ADPi has done it is last year after they got in all that trouble. You never really know who will do it and you won't know for sure even if you're doing spring COB. It's exactly like what's going on for COB now. You just turn in a form and wait for people to invite you to things.
