Does having 2 letters for a chapter look better than one it is having one enough?

Honestly, there are things that are looked at more closely than letters of recommendation. They do help, but having two instead of one isn’t going to make a difference. The conversations you have during rush, your GPA, your ACT/SAT, and your reputation (if you have one) is what matters the most.
