Sororities must give out snap bids if they don’t have enough girls on their bid list to make quota come bid day. Snap bids recipients consist of girls who got dropped from rush before pref or girls who dropped out of rush before pref. Giving out snap bids mean you struggled in recruitment because you weren’t able to fill all your stuff. If you don’t make quota, the sorority’s headquarters will go insane (unless if it’s a new chapter or lower tier chapter) because that means you don’t have enough girls to pay for dues that operate the sorority.
COBs occur after bid day, these are bids given outside of formal recruitment. They don’t have a bid day, they just kinda show up. The sorority that needs to fill spots through COB will look at the list of potential COBs from Panhellenic and will contact and meet them. If they like them, then they get a bid. Or they might be too desperate they just need girls to pay.
If a chapter gives out snap bids or does COB, it is not a top house because they struggle to attract and retain members.
