What houses have gotten screwed in the past
by: TeaI heard that during rush some houses have gotten screwed over because they weren’t allowed to invite as many girls back as usual or all the people they wanted to drop got invited back. What exactly has happened?

How it works is that houses who have high percentages of girls requesting to come back are not allowed to invite as many girls back. For example if after the first round 98% of PNMs put in that they would like to go back to XYZ house, XYZ may be allowed to invite 50 girls back, whereas if only 65% of PNMs requested to go back to ABC house, ABC would be allowed to invite back 100 girls (these are theoretical numbers idk if that's the actual ratio).
It's a system set by Panhel to ensure that each house is given a good chance at making quota. The rush system is designed to maximize the amount of girls matched with a house in the end. If a house is doing great and lots of girls want to come back, they don't need to invite back as many girls because they've already won them over and there is a high chance they will have no problem making quota.

Release figures are also based on return rates from previous years' recruitments. The higher the historical return rates, the deeper the cuts the house has to make.

And I know for my chapter our nationals tells us we have to invite back x amount of girls from our percentage each round. If we wanna cut extra girls we have to get permission from headquarters

This is why so-called "top tier" houses at schools are the hardest to get bids to. They're picky because they literally have to be. They have to cut girls they may really like simply because they can only have a certain number.
