what happens when houses invite

i’m just curious. do houses have certain amounts they aim to hit during rush? like we want to invite ___ girls back for philanthropy, then ___ girls for sisterhood, then ___ for pref, etc? or how do they decide how many to invite back

Houses are told how many they can invite back so it's different for each house. The most popular houses have to cut more than the houses that are not as popular. It's called return rate.
