A Phi is low because the one thing they had going for them was looks. Now after the big scandal they got rid of their looks girls and now mostly have ones that aspire to looking good. They still didn't get girls with good academic records or girls with good personalities, connections, or involvement. So they're really pretty low. No hate, but you did ask.
