Won't occur until after pref, when the rankings are sorted out. The sororities rank their choices; the PNMs rank their choices. Once those are matched up, then Panhel takes a look at which sororities can take more.
And it's never just the less popular groups. Snaps go across the board.

Poor grades, not good. You could sign up for COB, but your grades will still be viewed as a detriment. Have a great fall semester, make super grades, sign up for spring COB. It CAN happen.

They always say that they won't be doing them because try will fill quota but they do snaps

If a sorority cut you for grades once, youre unlikely to get a snap unless they have lots of spots to fill. Normally snap bids are given to girls that made it almost the whole way and something happened and they were dropped or they suicided a house and didn't get the bid. Or, and this seems to be the main one, that took themselves out of recruitment because their favorite house cut them. Not trying to be mean just honest, don't expect one. See if anyone is going to COB after rush and you might be picked up then or as a spring pledge IF your GPA this semester is much better. Also look into SDT, they are very nice.

no if you suicide you are not eligible to be a quota addititon. quota addition and snap bids are two different things. if you maximize your options all the way through rush you will be eligible for a quota addition. you will never know if you are a quota addition. after everyone is placed the pnms who are left bidless and maximized their options are secretly placed in the sorority they listed first on their pref card. the house and the pnms never know who are quota additions those are handled by panhell and is very confidential. snap bids are bids that only happen if a sorority doesn't meet quota after pref and after quota additions. a house does not have to snap bid unless they want to. most of the time the snap bid come from a house you dropped. only once have i seen a pnm get a snap bid from a top house and it was shocking when she got dropped in the first place. she was a beautiful smart girl and also a legacy to that house.
