question about recruitment schedule

Hi everyone! Hopefully this isn't too silly, but I was wondering if someone could clarify part of the recruitment schedule that's been confusing me: there are always more party slots scheduled than the number of parties any individual PNM could attend. For example, 26 Open House time slots when there are only 17 houses participating in recruitment.
Is this because there are so many PNMs that there are more Sigma Rho Chi groups than there are houses? And if so, what do PNMs usually do when they're not scheduled for a particular time slot?
Or am I way off base? Thanks in advance for any help!

Yep, it’s due to the fact that the max amount of people legally allowed in a house is much lower than the # of PNMs / 17 plus the actives (especially since SK is in a smaller house). PNMs usually just hang out on the row if they’re living across campus or go back to tut if they live there.
You don’t think about it until you do it, but rush is so much more tiring as an active. You go to max ~30 parties if you have a full schedule as a PNM but actives do over double that.
