Since we have more members in each PC than spots in the house, it’s first come first serve so there’s no actual requirement. However if you have, say, 70 beds and only 60 want to live in, the house will either find some way to choose another 10 girls or charge an “empty bed fee” to the members not living in to cover the rent.
Whatever policy is used is usually determined by nationals, not the local chapter.
