Is it really okay if we dress casually to convocation? Like Nike shorts and a t shirt casual?

Yes, really. There will be no sorority girls there other than the Rho Chis and Panhellenic officers. They know you've been moving in and can't find your comb yet, much less your 40 pounds of makeup.
