Could a sophomore rush houses like Sigma Chi or Theta Chi and get a bid?

Curious as well. I'm a freshman and decided too late this year to rush and missed out on any bids. I really like SIgma Chi and was wondering if they gives bids to sophomores. What about other NR houses?
