Obviously there are a given amount of girls who graduate early and a couple who drop, it’s pretty obvious which houses have issues that go beyond just the normal amount of girls you lose each semester

There is a little more to this than just straight numbers. XO has a largeer number in the house than most (all?) other houses so their 36 doesn't look so out of line. Conversely, DZ looks better at 30 but they have so many less actives that the 30 girls is a much greater percentage of house than some below them. Maybe we should look at percent of house.
Also, Theta and XO are towards the top of the grade lists where many girls come in with a year or two of AP and DE credits. They stay for one last footballl season and then graduate in December and start law school or grad school in the spring. I think there is a vast difference in the number of December graduates in different houses. I read that some top houses have their girls take the minimum credits each semester to keep grades high and these houses don't seem to do that.
The top and the bottom of the list are clear but the middle is a little less straightforward .

Agree with your first paragraph.
As to the second, there is not a single house that can or even would ask their members to alter their schedules or major in order to increase GPA. That is just crazy. Maybe they were referring to the string of alpha phi presidents who were only taking three credit hours.
