Most quality in-staters end up old row because those are the houses that they had heard about, knew guys in and wanted to be a part of. new row gets more out state quality because come mid july old row houses have like 5 slots left open and new row houses have like 20 slots open. New row works the late comers(out state) more heavily, therefore ends up with better out state caliber.

houses get a lot of top in staters too (and certainly have some legacies and other in staters who know about them). Maybe not as many as SAE, DKE or KA, but I'd bet they do at least on par with Phi Gam or Sigma Nu for in state kids.
