Two reasons: soft guys who are offended that brothers are a little hard on them for a couple weeks crack and then "tell on" the house to retaliate. I've NEVER heard of any forced drinking.
And, the university wants to get rid of Greek life, so they use any excuse to suspend, make an example of, etc.
