Which houses participate in COB and how do I proceed???

those that COB are the lower tiers that don't hit quota (KD, AZD, etc). Even then, no ones says anything about COB but it still just happens and it's not "out on the market". The slots quietly go to friends of actives so you need to network/meet actives of the chapters you are interested in and let them know you would take a COB.
