AEPi, Phi Delt, Rockledge, and Zeta Psi all mix with enough frequency to be in a separate tier above the rest of the bottom tier. There's WAY too many intricacies to clump them all together.

I think determining lower vs. bottom tier frats is actually pretty simple. Bottom tier frats rarely mix, so we're talking Seal and Serpent, KDR, APD, and Kappa Alpha. You also forgot ZBT, which apparently made a comeback earlier this semester.
