cob snap bid etc

People seem to have a straight up misunderstanding of the recruitment and bid matching process. Snap bids happen on bid day. if you didn't get one you're not gonna. Quota additions happen then as well. Its for girls who did not match in the normal process but get added on to a house way below house totals. COB is what about to happen. m'kay? yay learning!
