Did this alphabetically within tiers, because I feel like its due to taste within that. Obviously some people may think DG is better than Aphi or SDT better than pi phi, but these are reasonable groupings for how people see it.

theta is NOT on the same level is dg/aphi. In fact, aphi is not on the same level as dg.
