best advice is to just shoot an email to the person of contact on most of the sorority sites. Most had 1 or 2 girls drop this year, bringing them just slightly below quota (unless you're PSS which was way before quota).
But definitely go for it. Most chapters are going to applaud you're initiative and they'll give you a blatant and straight forward answer (either yes and how to proceed or worst case scenario a simple no, not doing informal)
So do you;re research and get out there and send those emails!

A new colonizing sorority is a great option for girls who don't want to be as involved, and if you're a transfer, you probably want to get your own apartment instead of living in the house.
New sororities tend to get the girls who slipped between the cracks, and you mix with every frat! Definitely good to consider!
Other new sororities at Cornell have gone on to do better than already existing sororities.

I know of a few that are doing fall recruitment.
I agree with "holla" it will only reflect well on you to take the initiative and email the recruitment chair/VP of membership. Check out sorority facebook pages and the chapter specific websites for pictures and more info. Most chapters have really great sites that will help you get a better feel for the sorority and will help you make your decision in who to email.
