Why did chi psi flop?

They cross-rush with Sig Chi a lot and assumed that there’d be enough guys between the two of them to fill their PC. Turns out this wasn’t the case and sig chi took pretty much everyone. They ended up having to hit up a bunch of people they’d previously dropped to try and fill their PC, but haven’t even been that successful since pretty much everyone has already signed or are waiting to COB at sig pi or snu.
