Yes. If u are offered a bid on bid day, then you are not eligible to be do cob. However, i recommend at least going to pref round for the houses you do have left and then deciding whether you want to drop. Also a reminder that there are snap bids and such

In my rho gamma group (when i was a pnm) there was someone dropped by both houses after pref round. So it does happen. But its not that common! I also want to add that usually this doesnt happen to the “bottom pool” of pnms, it usually occurs to middle ground people who starts off doing well in rush (and is able to cut less competitive (bottom) houses right away. But as the rounds progress, the middle and top tiers also cut them for various reasons, which results the pnm slipping through the crack anc getting dropped out of recruitment entirely.
