who to contact for cob?

No, if you dropped out of rush you were probably asked by panhel if you wanted to be on the list of COB.
The houses get that list and they will contact people from the list.
If you’re refusing a bid you got, I believe it’s the same. Talk to your panhel guide ASAP and make sure you’re on the COB list
