implications of sopro

Lets clear this up. If a frat is on sopro, does that mean that it will not host any open events/mixers or are they just lowkey about it?

If they can't do jack, then why the hell do people accept bids from them?

Because frats significantly lower standards during sopro. So sometimes kids will game it and rush an upper or top house that they wouldn’t ordinarily get a bid from and reap the benefits after they get off sopro.
