ranking logistics and validity

Who determines how frats are ranked? Obviously, every frat wants to be at the top. Furthermore, how does a frat move up the ranks; does more money, cooler parties/brothers, attractive girls, national recognition, alumni connections, etc. equate to higher social prestige? I guess many aspects go into ranking a frat, what are the most important?
