I'm from Richmond and have many many friends in JMU ATO, a little less in USC ATO.
From a tier perspective ATO is top house at JMU and ATO is probably at the bottom of the lower tier at USC.
Regardless though USC greek life way more selective, involved and fun than at JMU so you'll still probably enjoy it. If I'm not wrong JMU ATO is kind of yankee/NoVA bro type guys? Kind of Pi kapp or Chi Psi esque, they both have a lot of VA kids.

I don't know exactly what you're looking for, but as a girl who's hung out with the guys in ATO on multiple occasions, ATO is a lot of fun. My friends and I go to almost all of their stuff. Still though, they aren't considered top tier at all, and the kids nationals picked are awesome. The new pledge class isn't great but it isn't awful either from what I've seen. It would be better to be active in their fraternity life than just being a GDI at USC though, hands down, even if it isn't the best of the best.
