do usc fraternitys have summer rush parties?

Do most of the top tier fraternitys know who they want well before freshman move-in day, or do all good prospects have an equal chance to earn a bid once getting to campus?

You definitely do not have an equal chance if you haven't been in contact with fraternities. That being said, you can get a bid from any fraternity even if rush week is your first time speaking to them.
