Each tier is interchangeable but this is how it is now!! The last two years of recruitment changed a lot. AXO is rising. Tri delt and ZTA are falling. And gamma phi is no longer in a bottom spot by itself, their good recruitment means they and pi phi are at the same level now.

I would move XO to the same tier as Phi Mu and AXiD down with Pi Phi and Gamma Phi
