How does continuous open bidding work?

If a chapter doesn't make quota or does but still has open spaces left, they can offer bids to girls who dropped out during rush, or have a Spring Rush and offer bids then. Not very many houses do this. If you get a bid but don't accept it, you are not eligible for COB.
