confused

i have no affiliation with greek life so i might be way off base but some of my friends are involved and i dont understand why pi phi is ranked so low. yeah i know they are new and it's hard to establish a strong presence in the greek community here but the people that i know in pi phi are awesome and we all hang out with girls in 'top tier' sororities. im from the west coast and pi phi is top tier out there and i came here and was so confused
