Is it a rule that Rec letters get you invited to the second round, or does it just depend on the chapter you are visting?

There is no guarantee that just because you have a recommendation that you will be invited to the second round.

The above comment is true. I've done many recs, and while one of their goals is to help get you through first round, there isn't any guarantee. This doesn't mean you shouldn't bother with them, though. When heading into a competitive recruitment, do everything you can to help yourself. Plus, some recruitments are SO competitive that not having recs pretty much guarantees you WON'T make it to second round even though having them doesn't promise that you will. So even though the 2nd round guarantee isn't there, stay on the side of caution and get them to every sorority.
