The University makes all of the "top" houses drop the most girl early to give the smaller or newer sororities a chance to pick up more girls. This way PNMs aren't dragged along until the end and then get dropped. Tri Delt ADPi Zeta and KD will have to cut the most because they have the highest return rates, meaning the most number of PNMs say they want to go back there. Cuts happen this way at every university- it's just how it works. The higher the sororitiy's return rate, the more PNMs the University makes them cut.

True but the Universities have to enforce and coordinate those requirements.

You know nothing- ADPi, Tri Delt, and Zeta all had basically the same return rates. They all had to cut about the same amount of girls, and ithe cuts are hard for both the PNMs and the sororities. They have to let go girls they really don't want to let go just to follow the rules from Panhellenic and USC, but the rules help more PNMs to get bids in the long run. So it works. Hang in there.

This is not the university requiring this, this is national NPC rules for RFM based on historical return rates.
