Just so you know, there's a way to get this information without relying on hearsay... the "bottom tier always does spring rush" rumor is not necessarily true.
If you look at the Greek Life Report (available on the FSL website under the "about" section for the past several years) you can see exactly which chapters did spring rush because they have a GPA under "New Member Class GPA" instead of a black mark.
In Spring 2016, DZ, AGD, gamma phi, and pi phi did spring rush.
In Spring 2015, only Pi Phi and AGD did spring rush.
In Spring 2014, DZ, Phi Mu, Zeta, KKG, AGD, and gamma phi did spring rush.
It varies from year to year. Chapters spring rush when they do not meet chapter total, so a good way to judge would be looking at the Fall 2016 Greek report when it comes out in January and seeing chapters with a total number of members that is significantly lower than the other chapters on campus, and reaching out to them to see if they're participating.

The data is also self reported besides the overall GPA I think so they could just not report it if they only take a few girls.

The top 6 could do spring rush like the type referenced above - if they have like 2 or 3 girls they want to add without really opening it up. Technically, spring rush
