Usually COB isn't something that's advertised because it's looked down upon (it means a chapter didn't meet quota)-- you have to know somebody. I'd recommend contacting the individual chapter presidents and asking. (if you go to the FSL website from student affairs, on the lower right side of the homepage there's a listing of president contact information).
Also, Alpha Xi Delta will begin recruitment August 24th, so that's an option.

Email their chapter's exec chairwomen responsible for membership. It should be on each chapter's website.

Yeah Pi Phi is required to do COB because they're still newer and have to get their numbers up in general. You should contact their chapter president or Vice President of membership! The info should be on their website! It's not looked down upon at all, it's just a different way of joining an equally amazing sisterhood! Everyone in all chapters have to wear their letters tomorrow so maybe keep an eye out in one of your classes and they should be able to put your name down also.

Yes, it's worth trying. It allows everyone a chance to meet each other out of the recruitment setting and for longer. But I will warn you not everyone does COB and theirs no guarantee they'll invite you to do it before Alpha Xi colonizes. So you'll have to decide if you want to try to COB or colonize. If you choose not to colonize there is always spring, but again its usually the chapters who COB.
