They literally aren't allowed. It's a rule with their nationals... so idk why this was downvoted?

All sororities have an upperclassmen quota- last year it was 23. That's all non-freshman years. So since they all have to take them, yes some will take juniors. Whether they will go out of their way to avoid juniors or not is up to them-- my sorority definitely didn't care.
