Based off new mcs and everything here is an updated list on current ranks:
Top: Dchi Aepi(if they don't get kicked)
Upper Mid/Top: Chi Phi, Chi Psi
Mid: Du, Psi U
Upper Bottom: SPD, Theta chi
Bottom: Sig ep, Pi lam(although they may change)
Sorority Ranks
Top: Gphi, Aoii, Aphi
Upper mid: Pi phi, Kd
Mid: Zta
Bottom: Agam
Lower bottom: Theta

Yes I can confirm chi phi in fact is a top tier fraternity. They are are top tier fraternity due to the fact that this post says they are, meaning they must be.
