Srat bids and pc size

Do all sororities give out the same amount of bids? Why are some pcs non-existent but others are like 40 girls?

yes, quota was 25. Each sorority gave out 25 bids.

The srats that have large PCs took COBs immediately following rush to add to the PC they got from formal recruitment.
