how to turn a lower tier frat into an upper tier frat

I am a freshman that has received bids at two fraternities (one being upper tier and one being very low tier. I wanted to join the top tier one all of the first semester but since coming back I felt as if it would be really really fulfilling to me to be able to turn around a lower-tier frat into an upper-tier (or close to) fraternity. Does anyone have any genuine advice on how to make a fraternity better as a whole?

I say go for the lower one if you feel more comfortable there and feel like you can turn it around
