Why do fraternities feel they are entitled to be treated differently than the rest of the general population when they continue to serve underage guests? If a person goes to a bar and looks underage the bartender will card them and (if they are truthful and show their legal ID) they will not be served.

Fraternities want it to be known that they are the "coolest of the bunch". They want to rule the show and lure others in with alcohol.

During the late 1960's and early 70's, nearly all states lowered the drinking age to 18. During years 1984-2014 the National drinking age was raised to 21: This was in response to the drunk driving epidemic of the 1970s, President Ronald Reagan passed the Minimum Drinking Age Act in July 1984, a law that mandated states to increase the drinking age to 21.

All you Conservative Valued Republicans can thank your God Reagan.

The lesson here is this: if dweeds drink they should drink responsibly.
