what makes one fraternity better than another?

I get the difference between tiers.. but how do frats get ranked within a year. Like, what makes dchi better ato. It's not like they party with different sororities.

I guess what makes a fraternity "better" is different to guys than it is to girls. ATO and dchi do party with the same houses but typically girls are more excited to party with dchi than ATO. You may like the guys in one house better and that's what matters, but sorority opinions are what kind of rank houses within tiers
