Heard that 5 of the 7 chapters need to COB? Is that true? And if so, which houses?

Yes, all except Phi Mu i think and maybe KD

it was really dumb of panhellenic to adjust total in the manner they did (there are several methods possible) such that 5/7 chapters have to COB. Especially while a colony is happening.
