Everyone made quota... Some houses took above quota because they had so many girls want to be there.

That's not exactly how it works. The houses who got the most quota additions are weak recruiting chapters because they cut less girls throughout the process.

Panhellenic was trying to place as many girls as they could in chapters, so some houses took above quota to avoid giving snap bids. Which some houses already did. None of the houses are "weak" recruiting chapters. No chapter fails to make quota.
